No, Just because they are here legally does not mean they are citizens. I know a couple of foreigners, personally, who have legal residence in the United States but they are not citizens — one is from Peru (has a work and school permit and legal residence but he’s not a citizen) and another is from Mexico (has a work permit but he’s not a citizen

I have a feeling you are correct for the most part about it still being signed into law; although, I think that if there were a very large amount of people who opposed it then it wouldn’t because it would be clear that the people are paying attention and it seems to me that things like this are trying to be slipped in quietly.

The CCP’s tentacles are everywhere. I’ve thought more than once that Cox knows what’s coming–or, rather, what they’re trying to implement–which is possibly a big reason why he is so insistent on keeping his family’s farm. If resources become scarce, they will still have what they need and be outside the bounds of a big city.

There are people who say that because the U.S. is now a corrupt corporation, and since 1861 stopped spelling citizen with a capital C (while denying us of us sovereignty)… they purposely give up their status as a citizen and change their status to a state Citizen or a US national, to avoid being subject to a corrupt government. So, there are many ways to be legal, and even a defender of constitutional government, and not be a Citizen or a citizen. Gives me a headache just trying to figure it all out.
